The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat is supporting the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties.
The Sustainable Development Mechanisms (SDM) Programme supports the implementation of two of the Kyoto mechanisms: the Clean Development Mechanism (CDM) and Joint Implementation (JI).

Responsibilities
Under the general guidance of the Director of the Sustainable Development Mechanisms programme, the incumbent oversees the management of resources and activities undertaken by the three core operational units of the programme namely; Standard Setting Unit (SSU), Project and Entity Assessment (PEA) unit and Process Management Unit (PMU). The incumbent furthermore ensures that programmed activities are carried out in a timely fashion by formulating and co-ordinating the substantive work programme, provides strategic direction and overall guidance; and ensures the project-based mechanisms under the Kyoto Protocol operate with integrity, deliver quality and are run efficiently.
1. Under the guidance of the Director, the incumbent coordinates and facilitates the management of programme activities of three core operational units of SDM, and in close collaboration with the Manager, Services and Management Support (SMS) unit, plans the financial and human resources of these three units by :
a. Leading the three SDM units in a strategic direction, formulating and implementing the annual and long term objectives, coordinating the management plans and related budgets;
b. Assisting the Director in preparing the work programme of the the three core operational units of the programme, determining priorities, and allocating resources for the completion of outputs and their timely delivery;
c. Identifying emerging issues, analyzing implications and developing strategies and measures;
d. Defining service level needs with other programmes of the UNFCCC secretariat such asadministration, conference services, information services;
e. Fostering teamwork and communication among staff and across organizational boundaries.

2. Provides policy expert advice with regards to design and operation of sustainable development mechanisms; serves as a member of managerial groups in the secretariat, providing the Director with advice on policy and strategic issues, and undertaking specific managerial assignments related to the work of those groups and thus contributes to the development of secretariat policies and to the overall management of the secretariat.
3. Oversees operational activities undertaken by the Standard Setting Unit (SSU) and the Project and Entity Assessment (PEA) unit in support of the CDM Executive Board, Joint Implementation Supervisory Committee and relevant panels, working groups and committees, ensuring that these activities are well coordinated with the role and functions of the Process Management Unit (PMU), and advising and consulting with the Director on matters of strategic importance and on SDM representation at meetings.
4. Provides advice on the formulation and development of cooperative programmes with other UN agencies and international organizations such as UNCTAD, UNDP, UNEP, UNIDO, the GEF, multilateral and regional development banks and bilateral programmes, as well as with the private sector, on matters related to CDM and JI.
5. Participates in international, regional or national meetings as a representative of SDM to provide substantive exchange of information and hold substantive discussions with representatives of other institutions.

Requirements
Advanced university degree in economics, environmental sciences or other relevant discipline. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced degree.
At least twelve (12) years relevant experience of which four (4) years should have been at the international level.
Fluency in written and spoken English. Working knowledge of French and of other United Nations languages desirable.
