The Republic of Yemen is recognizing the detrimental effects of the improper use of public funds, and has created a number of institutions in order to tackle the challenge of corruption. Among the institutions created is the Central Organization for Control and Audit (COCA) which aims at the following:

* Maintain effective control over public resources to ensure efficient, economical and effective utilization management.
* Contribute in developing Performance auditing and the accounting and auditing profession of auditees.
* Provide the President of the Republic, the Parliament and other users with the most important and appropriate information through issuance of independent, objective, and reliable audit reports on the basis of generally accepted accounting and auditing and auditing principles and standards.

The consultant will work closely with COCA to develop its communication strategy.

Duties and Responsibilities
a) Conduct a focused assessment to identify communications needs within COCA.

b) Develop a communications strategy that contributes to COCA’s vision, as identified by the needs assessment. The overall objectives of the strategy are:


* Support policy-makers in better comprehending COCA’s role in audit policies and exercises at the various levels in the country.
* Increase the volume of media coverage of COCA’s activities, in order increase the level of public awareness of COCA’s mandate.
* Identify a two-pillar communications system: a) within COCA’s various departments, and b) between COCA and its external partners.

c) Develop an action plan that translates the strategy’s objectives into activities.
d) Propose a Monitoring and Evaluation system for the action plan.

* Good analytical and writing skills
* Good multi cultural skills of communication
* Good presentation skills
* Ability to produce the deliverables in Arabic

Required Skills and Experience
Education:

* Master’s degree in communication or related field.

Experience:

* At least 5 years experience in organizational needs assessment, including proven experience in communication strategies.
* Experience in the Arab region is an asset.

Language Requirements:

* Fluency in both English and Arabic required.
