UNDP and its partner agencies rolled-out Atlas - an implementation of PeopleSoft ERP system - in 2004. Atlas consists of integrated functions including Human Resources Management, Finance, Treasury, Procurement and Project Management. Today, Atlas is UNDP’s global system support platform for its programme delivery in more than 140 country offices.

Procurement for programme and management projects is decentralized to the country offices, and each office maintains a local bank account for payments processing. Currently, there is no centralized solution for electronic banking and the country offices deal directly with their banks to process payments. Most of the offices use a combination of check and EFT (Electronic Fund Transfer) payments. Some of the offices built local interfaces with their banks for EFT initiations, while others rely on manual payment instructions and authorizations.

UNDP aims to develop a corporate electronic banking solution to migrate the current payment initiation flows and bank statements reporting from in-country local bank interfaces, to a single global solution, using a standard financial messaging format and a secured data transport channel. The main objective is to provide a single, host-to-host electronic banking solution that will leverage the new Financial Gateway functionality in Atlas 9.0, enabling the use of standard and non-proprietary file formats, while taking advantage of SWIFT infrastructure to ensure a reliable and secured channel for data exchange with the banks.

Scope:

The H2H eBanking solution will be developes with 2 partner banks which will cover UNDP headquarters accounts and 18 pilot country offices.

Duties and Responsibilities
The incumbent is expected to perform the following tasks and responsibilities:

* Provide guidance on the best practices in implementing the PeopleSoft Financial Gateway
* Configure bank accounts for AP Pay Cycle and Financial Gateway integration
* Adjust the PeopleSoft delivered ISO 20022 format program to accommodate country and bank-specific requirements
* Develop a program that parses incoming receipt acknowledgement files and payments status from the bank, and load to the Financial Gateway for payment status monitoring
* Develop an interface program to load payroll payment instructions into the Financial Gateway for dispatch
* Implement bank account-level access security to the Financial Gateway Dispatch and Payment Status pages
* Develop scripts to securely transmit data between the PeopleSoft server and SWIFT gateway server
* Ensure that the Financial Gateway Dispatch and Payment Status Tracking functionalities are working for both AP and Payroll transactions
* Develop a program that validates the EFT files before finally sending via SWIFT FileAct
* Unit and system test the developed custom components and solutions
* Initiate migration of custom projects between database environments
* Provide technical support during the user testing and acceptance phase, through migration of the custom components to the Production environment
* Complete technical documentation of enhancements made
* Engage in knowledge transfer of customizations made to in-house technical resources prior to completion of assignment
* Provide initial production support

Required Skills and Experience

* University Degree or equivalent in Information Technology field
* Minimum 5 years of relevant experience in the development of PeopleSoft customized applications
* Strong working knowledge of PeopleTools (Ver 8.48 or later), PeopleCode, Application Engine programs, PeopleSoft Query and SQL
* In-depth knowledge and hand-ons experience in configuring and implementing PeopleSoft Financial Gateway
* Strong working knowledge on PeopleSoft application packages/classes and PeopleSoft’s implementation of XML and XSL
* Strong working knowledge of SQR
* Strong working knowledge of PeopleSoft core applications; AP/Pay Cycle processing, Treasury and Banking setups
* Experience in building bolt-on data interfaces with PeopleSoft that have minimum impact to delivered programs, and minimize impact to upgrade and maintenance of the core application
* Knowledge of UNIX and ftp scripting, and process scheduling tools a plus
* Experience in building interfaces with SWIFT, an advantage
* Knowledge of ACH and RTGS systems and functionalities, an advantage
* Fluency in English

* Fully functioning Atlas Host-to-Host eBanking for pilot offices and partner banks.
* Complete technical documentation of programs and enhancements made
* Initial production support and knowledge transfer to in-house technical resources

Duration:

The assignment duration is 6 months, and is expected to commence immediately.
