OBJECTIVES OF THE PROGRAMME :
The overall objective of the programme is to increase the capacity of the health systems to respond to emergencies, through strengthening emergency medical services and blood transfusion services. This will contribute to reducing the unacceptably high rate of avoidable deaths. It also aims at facilitating the long term rehabilitation of survivors of natural or man made disasters, and their integration in the society through improved post hospital physical rehabilitation and psychological support. The programme is in line with priorities stated in the Iraqi National Development Strategy (INDS) and the International Compact for Iraq (ICI). Its successful implementation will contribute to achieving the interim 2011 health related Millennium Development Goals.
Description of duties:
1.Design and develop Monitoring and Evaluation Framework with clear targets, indicators, data collection tools and methods for verification to trace the project expected results at outputs, outcomes and impact level;
2.Design and develop standard formats for data collection and project reporting from the field level and across the partner ministries with clear benchmarks on the outputs and outcomes of the project;
3.Produce quarterly, bi-annual and annual project progress reports to share with donors and national counterparts at the Ministry of Health;
4.Work with other stakeholders on the development of standard Monitoring and Evaluation system for Emergency Medical Services and Blood Transfusion Activities;
5.Facilitate the development of protocols and other tools for Assessments and Surveys on Emergency Medical Services, Blood Transfusion Services as reflected in the logic framework of the project;
6.Provide technical advice and support to national project officers in areas of Reporting, Monitoring and Evaluation;
7.Facilitate the work and provide technical progress reports to the National Project Steering Committee and National implementation team;
8.Develop/design a tracking system to monitor programme expenditures and resources;
9.Design and develop the end of project evaluation TOR and scope of work for the independent evaluators;
10.Facilitate the end of project independent evaluation exercise and review the project final evaluation report;
11.Support the International Project Coordinator in areas of Project Management.
REQUIRED QUALIFICATIONS
Education:
Essential:
University Degree in medicine and a post graduate degree in public health.

Experience:
Essential: At least seven years of combined national and international experience in health project/program management, coordination, monitoring and evaluation.
Languages:
Excellent knowledge of English
Good knowledge of Arabic language is desirable.
