OBJECTIVES OF THE PROGRAMME :
The mission of WHO for the West Bank and Gaza is to promote the health of all Palestinian people and the development of the health system and to ensure that essential health needs are met. It does so by supporting a range of development programmes, by providing technical support to the Ministry of Health and by providing leadership and coordination of the health sector in responding the the to ongoing chronic emergency.
Description of duties:
1.To maintain good communication and joint work with the Palestinian National Authority (PA) and the Ministry of Health (MoH) and other national health agencies through:
- Keeping regular contacts with MoH and other PA officials and national health partners;
- Follow up on relevant issues and new developments at the MoH and the Palestinian health system;
- Following up on the implementation of WHO activities targeting the MoH staff;
- Organization celebrations of the World Health Days and other advocacy events;
2.To manage the implementation of the Joint Programme Review Mission (JPRM) in the country by:
- Leading and coordinating the formulation of the two years joint programme cycle with the MoH;
- Liaising the communication between the Palestinian MoH and the WHO Regional Office through HMS unit;
- Following up on the implementation of the training activities conducted both inside and outside the country;
- Planning the programme and follow up on the field visits of consultants with the National Authority.
3.To provide leadership and technical support to programme implementation in relation to health system development and support the national authority to build capacities in this field by:
- Conducting situation analysis and identifying needs and priorities;
- Coordinating and providing technical support to the formulation and implementation of the health system development programmes;
- Developing proposals for resources mobilization;
- Coordinating through HMS unit with other technical units in WHO/EMRO to support Health Systems Strengthening;
4. To play a key role in overseeing and implementation of the WHO projects, in specific the East Jerusalem hospitals project, environmental health, and community based initiatives as well as social determinants of health by:
- Assessing needs and identify priorities;
- Preparing project plans and follow-up on the implementation of the project activities;
- Liaising with the partners on issues related to project implementation;
- Organizing and follow up on training activities in the area.
5. To contribute to the design and implementation of WHO key programmes and activities in priority areas such as support to health information, health policy, emergency and preparedness, women health, nutrition and advocacy by:
- Participating in preparing project formulation and planning and in follow-up on the implementation of the activities;
- Representing WHO in thematic coordination bodies related to key public health areas;
- Facilitating technical support of WHO regional and HQ office to activities in support to the MoH.
REQUIRED QUALIFICATIONS
Education:
Essential:
University Degree in Medicine or health related field from a recognized university.
Desirable:
Master degree in Public Health

Other Skills
Computer literacy: word processing, spreadsheet and presentation software.
Experience:
Essential:
- At least 5 years working experience in the health sector, including in the field of public health and emergency management
- Experience in health system and policy development
- Country field-based management experience
Desirable: Experience in working in conflict and political instability setting.
Languages:
Excellent knowledge of Arabic (mother tongue) and English.
