OBJECTIVES OF THE PROGRAMME :
The objectives of this programme are to support member states to:
a)develop, implement, monitor and evaluate comprehensive health financing policies and strategies based on the best available evidence;
b)develop a culture for undertaking health financing research, disseminating and using it to improve priority setting, health financing and organizational arrangements;
c)strengthen health economics capacities;
d)reinforce countries capacities for undertaking and institutionalizing national health accounts (NHA);
e)support the development and functionality of regional and sub-regional health economics networks, e.g. the African Health Economics and Policy Network (AfHEA), West African Health Economics Network (WAHEN), Health Economics and Policy Network in Africa (HEPNET).
Description of duties:
1.Support countries in the development, implementation, monitoring and evaluation of national health financing component of national health policy and strategic plan.
2.Support countries in the development of prepayment institutions and mechanisms to provide social protection to households.
3.Stimulates the generation, dissemination and use of health financing evidence on economic consequences of public health problems, costs and effects of interventions, financial catastrophe and impoverishment, equity in financing, efficiency of health facilities, and economic viability analysis of financing mechanisms.
4.Builds and sustains partnerships with other relevant organizations and health economics centers of excellence with a view of supporting countries in a harmonized and synergistic manner;
5.Coordinate WHO health financing and social protection support (through HFS/ISTs and HECs/WCOs) to member states.
REQUIRED QUALIFICATIONS
Education:
Essential: PhD degree in health economics
Desirable: Training in public health
Skills:
Excellent skills in costing and economic evaluation of health interventions and services; economic consequences of public health problems; economic viability analysis of health financing mechanisms; development of health financing policies and strategies; choice/demand analysis; national health accounts; equity analysis; efficiency of health facilities; budgeting, planning, monitoring and evaluation; research design; and econometric analysis of household datasets.
Experience:
Essential: At least 10 years of progressively responsible experience in applying health economics, preferably in the context of Africa. Experience in health financing policy analysis and formulation/development is required. Should have at least 10 peer reviewed health economics articles in peer reviewed journals.
Desirable: At least 5 years working for a health-related United Nations Agency.
Languages:
Fluency in oral and written English or French is required and working knowledge of the other language. Knowledge of Portuguese would be an asset.
Annual salary: (Net of tax)
US$ 79,537 at single rate
US$ 85,615 with primary dependants

Post Adjustment: 64.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
