OBJECTIVES OF THE PROGRAMME :
The objectives of the Gender in Health and Development programmes at the country level are to facilitate the integration of gender perspectives in national health programmes at all levels and to strengthen WHO and national capacities for formulation, implementation and management of gender sensitive health policies and programmes.
Description of duties:
Under the direct supervision of WHO Representative in Afghanistan and in coordination with the RA/GHD, the National Professional Officer will:
- Advocate and facilitate the integration of gender into national health programmes and policies.
- Build capacities of WHO country staff, the Ministry of Health, and national stakeholders in health for gender sensitive health programmes and policies.
- Promote the expansion of evidence on gender and health activities and issues in Afghanistan.
- Ensure information sharing and partnerships on gender and health with other UN agencies and bilateral organizations.
- Support the integration of health as a human right in WHO work plans and country cooperation strategies, and in national health sector strategies.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in social sciences or public health.
Desirable: Post graduate degree in gender studies

Functional Skills and Knowledge:
- Demonstrate conceptual knowledge of the impact of gender in health complemented by practical knowledge of operationalizing gender responsive health programmes and policies.
- Proven competency in training and building capacity of WHO staff and national governments and stakeholders in gender responsive health programming.
- Capacity to plan and conduct operational activities.
- Strong interpersonal skills with the ability to promote and sustain collaborative partnerships within the WHO country office, and with the Ministry of Health and national stakeholders in health.
- Excellent communication skills and team work capabilities.
Other Skills:
Computer literacy in Microsoft applications, including Word, Excel and PowerPoint.
Experience:
Essential:
At least 2 years experience in the area of social sciences and health, programme management and implementation with specific experience in gender related programmes/activities at national levels.
Desirable:
Previous experience with UN gender related programmes/activities
Languages:
Excellent knowledge of English and Dari or Pashtu, and working knowledge of the local language.
