OBJECTIVES OF THE PROGRAMME :
To increase the capacity of the health systems to respond to emergencies, and thus reduce the high rate of avoidable deaths. It also aims at facilitating the long term rehabilitation of survivors of natural or man-made disasters, and their integration in the society through improved post hospital physical rehabilitation and psychological support.
The program is in line with the priorities stated in the Iraqi National Development Strategy (INDS) and the International Compact for Iraq (ICI). It's successful implementation will contribute to achieving the interim 2011 health related Millennium Development Goals (MDGs).
The specific objective of the EMS component is to support the Ministry of Health, relevant partner ministries and other partners in Iraq in improving pre-hospital setting including ambulance services, hospital care and support for long-term care including rehabilitation and mental health support.
Description of duties:
1.Coordinate the implementation of the EMS component of the programme funded by the European Union to strengthen Specialized Medical Services in Iraq;
2.Provide technical expertise to the Government of Iraq to review and update policies and strategies related to Emergency Medical Services;
3.Provide technical support to the Government of Iraq to improve the quality and the performance of Emergency Medical Services, including conducting baseline assessment studies, developing relevant protocols and guidelines for Emergency medical services and strengthening Ambulance services;
4.Develop community outreach programme on injury prevention, safety, promotion and first aid;
5.Provide technical expertise to the MOH to develop programmes for effective disability management and rehabilitation programmes;
6.Provide technical expertise to develop functional and effective mass casualty management structures;
7.Provide expert advise to the MOH for the development and implementation of national strategy for the expansion of EMS services to underserved areas;
8.Provide technical support in the establishment of a national training hub center and promote the use of standardized curriculum and training techniques;
9.Develop and coordinate the implementation of capacity building/training programmes for different categories of staff involved in EMS related disciplines, including management and technical staff.
REQUIRED QUALIFICATIONS
Education:
University degree in medicine and masters degree in Public Health or in any related field.

Experience:
Essential:
At least 7 years of combined national and international experience in emergency medical services including operational aspects of mass causality management.
Languages:
Excellent knowledge of English language.
Good Knowledge of Arabic language is an asset.

Other entitlements will be based on the length of the assignment.

US$ 66,482 at single rate
US$ 71,393 with primary dependants
