UNDP’s Strategic Planning and Policy Development Programme (SPPD) seeks to hire a national/international consultant to assist the BiH Ministry of Foreign Trade and Economic Relations – Department for Agriculture and Rural Development, the Republika Srpska Ministry of Agriculture, Forestry and Water Management and the Federation of BiH Ministry of Agriculture, Water Management and Forestry in strengthening monitoring and evaluation frameworks in line with the existing strategic documents/programs and EU standards in agriculture and rural development sectors. The activity will be implemented as a part of the SPPD’s Additional Support to the Ministries.
Duties and Responsibilities
Under the direct supervision of the SPPD Programme Manager in cooperation with the relevant SPPD staff, the Consultant will assist designated civil servants from the BiH Ministry of Foreign Trade and Economic Relations- Department for Agriculture and Rural Development, the Republika Srpska Ministry of Agriculture, Forestry and Water Management and the Federation of BiH Ministry of Agriculture, Water Management and Forestry in development of M&E frameworks in agriculture and rural development sector closely linked to a selected strategic document and policy. The Consultant will promote a client-oriented approach consistent with UNDP’s rules and regulations.
It is anticipated that 35 consultancy days beginning in October 2010, will be required in order to carry out the following functions:
Revision of the current M&E mechanisms in the three targeted ministries
* The National/International Consultant is expected to review current M&E mechanisms in agriculture and rural development departments of the three targeted ministries taking into account existing strategic documents, policies and programs, as well as EU standards and requirements for M&E in agriculture and rural development sector by using desk research and onsite visits.
* Based on the results of the review the Consultant is expected to develop a training program on theoretical and practical aspects of M&E in agriculture and rural development for civil servants from the targeted ministries. The training program should include a two day workshop followed by on-site and online mentoring session.
Conduct training program through two day workshop outside the ministries followed by mentoring sessions at the ministries.
* Deliver the two day interactive workshop at a location outside the ministries.
* Provide on-site and online mentoring at the ministries assisting in improving of M&E frameworks by building on the findings of the original review and results of the workshop. Special attention should be given to improvement of M&E frameworks in the area of financial subventions in agriculture and rural development, taking in account improvements in management of data base of payments, analysis and measurement of effectiveness of subvention programs.
Ensure Gender mainstreaming within M&E framework
Provides advice on how to mainstream gender equality throughout development of M&E framework with the emphasis on defining gender sensitive indicators.
Completion of a final report
The National/International Consultant is expected to produce a final report including lessons learned and recommendations (about 4 pages) and delivery of this report to the SPPD Programme Manager.

Required Skills and Experience
*A Master degree with specialization related to the consultancy.
*At least 10 years direct experience gained in transition economies, with a strong and demonstrable track record of working in public sector on capacity building and transfer of knowledge.
*Experience in establishment of a good Monitoring and Evaluation framework in relation to strategic documents, policies and programs of public institutions.
*Knowledge of EU standards and requirements for Monitoring and Evaluation in Agriculture and Rural Development sector programs, especially related to EU IPARD.
*Knowledge of Agriculture and Rural sector of Bosnia and Herzegovina and experience in working in BiH and the region will be an asset.
*Fluency in English and one of the languages of Bosnia and Herzegovina (Bosnian, Croatian, Serbian) is required.
