OBJECTIVES OF THE PROGRAMME :
The Department of Reproductive Health and Research (RHR) aims to promote and support an expanded global effort to enable people to protect their own health as it relates to sexuality and reproduction and to have access to and receive health services when needed. To achieve this, the Department advocates and promotes sound public health strategies, sets norms and standards, provides technical cooperation, and supports relevant research. RHR includes the UNDP/UNFPA/WHO/World Bank Special Programme of Research, Development and Research Training in Human Reproduction (HRP). HRP is the main instrument within the United Nations system for promoting, conducting, evaluating and coordinating interdisciplinary research on sexual and reproductive health; for collaborating with countries in enhancing national capacities to conduct this research; for promoting the use of research results in policy-making and planning for sexual and reproductive health care; and for the setting of standards and guidelines, including ethical guidelines, in the field of sexual and reproductive health research. The Office of Director, RHR is responsible for RHR and HRP direction, research coordination, scientific and ethical review oversight, HRP Governing and advisory bodies, as per WHA41.9 and the HRP "Memorandum of Understanding on the Administrative Structure of the Special Programme", sexual and reproductive health programme development oversight, and partnerships and global advocacy.
Description of duties:
The responsibilities, within each of the objectives, will be to provide support to Director, RHR, in
the following:
(1) Overall management of RHR, including scientific and technical activities and effective use of both human and other resources. Providing scientific and managerial supervision of all Department components, ensuring compliance with approved policies, established ethical and scientific standards and good management practices, including financial management. Providing support to the Department's research review bodies and other advisory bodies.Developing policy, strategy and programme budget proposals to the World Health Assembly (WHA), the Executive Board (EB), the Policy and Coordinating Committee (PCC), the Scientific and Technical Advisory Group (STAG) and the Standing Committee.
(2) Coordination of research activities. Providing scientific and managerial supervision over research and development activities of the Programme, including all of the different groups and the research component for research capability
strengthening.Providing support to the review committees of the Programme, namely the Research Groups and the Research Proposal Review Panel.
(3) Establishing and maintaining working relationships with other agencies active in the field of research and the development of norms and tools.Interacting with all the related WHO programmes especially those in FCH, at Headquarters and in Regional Offices.Interacting with other agencies and programmes (WB, UNFPA, UNAIDS, donors, etc.) for ongoing and future programming activities, possible collaboration activities, and continuous communication of the changing WHO priorities and policies.
(4) Coordination with industry, development of working relationships with all major companies engaged in research and product development in reproductive health. Collaboration with selected companies for drug research, development, approval, exploitation and marketing in developing countries.
(5) Coordinating the preparation, monitoring and implementation of the Departments Medium Term Programme of Work, and of the technical content of the Department budget, continuous review of the implementation of the Medium Term Programme of Work and budget to ensure that the Departments limited resources are directed and redirected, to areas where need is greatest and where its activities can have the best impact. Coordination to ensure that the Medium Term Programme of Work and budget system achieves maximum cooperation of the technical and scientific staff, so budget systems become motivators not constraints, on the ability of staff to achieve the Departments objectives.
REQUIRED QUALIFICATIONS
Education:
Medical degree with post-graduate qualification in obstetrics and gynaecology or a related field of medicine, or master's degree or its equivalent in biomedical or social sciences.

Medical and scientific knowledge and experience, managerial and inter-personal skills, and experience with international activities in reproductive and population sciences. Ability to establish and maintain good working relations with colleagues, with senior WHO staff and with the international scientific and funding constituency with which RHR relates.
Experience:
Essential
Over 10 years of experience at international level in the reproductive and population sciences and in research management.

Desirable
Experience in the management of teams of scientists.
Languages:
Excellent knowledge of English required.
