UNDP is a key partner of the National Regulatory Authority for the UXO/Mine Action Sector in the Lao PDR (NRA), which is a public institution of the Government of the Lao PDR. It is responsible for the coordination of all operators in the country working on the impact of unexploded ordnance (UXO), including victim assistance (VA).

UNDP is seeking an experienced international short-term Victim Assistance Technical Advisor (VA TA) to support the NRA. S/he will work for specific outputs to strengthen national capacities to implement the victim assistance provisions of the Convention on Cluster Munitions in the country.

Duties and Responsibilities
Under the overall guidance of the Director and the Senior Technical Advisor of the NRA, the Victim Assistance Technical Advisor will be working closely with the VA Unit, the Technical Advisors and the project team on a day to day basis. S/ he will also be working with key institutions and counterparts, to support the government in implementing its victim assistance implementation efforts. In particular, the consultant will provide technical support in drafting a new victim assistance strategy for the Lao PDR, helping to prepare a final report on NRA’s VA activities, develop a methodology and system for tracking UXO survivors as well as in contributing to technical working groups and being available to support, train and transfer knowledge to VA Unit staff on other issues as required.

Required Skills and Experience

Education:

* Master Degree in a related field, e.g. public health, development studies, sociology, economics, law, public administration, public policy etc., or equivalent experience can compensate.

Experience:

* At least 5 years of relevant working experience in victim assistance and disability issues at national/regional level.
* Strong writing skills
* Demonstrated skills in transferring knowledge to national counterparts
* Familiarity of various mechanisms of capacity development in the context of developing countries
* Experience in working with governmental structures, the UN – with other international organizations or NGOs
* Prior working experience in South-East Asia is an asset
* Excellent skills in standard software (MS Word processing, spreadsheets)
* Cluster munition survivors and other persons with disabilities are encouraged to apply.

* Fluency in both written and spoken English.
