The Greater Tumen Initiative (GTI) (originally known as the Tumen River Area Development Programme -TRADP), is an intergovernmental cooperation mechanism in Northeast Asia, supported by the United Nations Development Programme (UNDP), with a membership of four countries: People’s Republic of China, Republic of Korea, Mongolia and Russian Federation.
In 1995, GTI member governments signed formal agreements to establish the intergovernmental cooperation mechanism, aimed at strengthening economic and technical cooperation, and attaining greater growth and sustainable development for the peoples and countries in Northeast Asia and the Greater Tumen Region in particular.
Since its creation, GTI has remained a unique intergovernmental platform for economic cooperation, fostering peace, stability and sustainable development in Northeast Asia. It is playing a significant role in expanding policy dialogue and strengthening a business-friendly environment in the region, therefore contributing to the improvement of living standards through the development of infrastructure and the promotion of trade and investment.
GTI focuses on the promotion of regional cooperation between the member states in the key sectors of economy: energy, transport, tourism, trade &investment and environment as a cross-cutting sector.
To promote the cooperation in transport sector, the GTI Transport Board has been endorsed by 10th CC meeting. The Inaugural meeting of the Transport Board was successfully held in July 2010 in Busan, ROK. The GTI Transport Cooperation Program for 2010 -2012 was adopted.
At 11thCC meeting the member states recognized that the transport infrastructure is one of fundamental elements for the regional economic development and reconfirmed to take concrete action to enhance cooperation in this sector. In this regard, the governments stressed the need of preparing the Integrated Transport Development Plan for the transport corridors in the Greater Tumen Region..
Duties and Responsibilities
Summary of Key Functions:
* Develop activities of GTI Transport Board; organize – in close coordination with TB Chairperson – the next meeting of the Transport Board.
* Ensure effective implementation of the GTI Transport Cooperation Program for 2010 -2012.
* Provide strategic vision of regional cooperation in transport sector. Elaborate the integrated Transport Development Plan for the transport corridors in the Greater Tumen Region, as requested by 11th CC meeting.
* Promote practical cooperation in the transport sector by means of effective implementation of GTI projects in transport sector.
* Provide timely planning and reporting on activities in the transport sector.
* Organize activities for the implementation of the approved work plan in close cooperation with Chairperson, Board members and national coordinators.
* Organize partnership with UNESCAP, CAREC and other regional organizations in transport sector.
* Develop fundraising for transport projects.
* Evaluate the impact of GTI transport projects in the Greater Tumen Region.
* Organize workshops and seminars in transport sector.
In particular, the Senior Programme Officer is responsible for following responsibilities:
* Consult with National Coordinators on regional strategy, needs and projects in the transport sector.
* Organize studies in the transport sector .
* Monitor the progress of projects and submit an annual report on the transport sector of the GTI to the Consultative Commission.
* Identify new projects in the transport sector suitable for public sector financing.
* Implement the projects by organizing workshops for involved parties.
* Monitor and manage the work of the Transport Board to integrate their aims and activities into the annual workplan.
* Evaluate the impact of completed projects on growth and development indicators for the region.
* Attract donors to mobilize financial resources.
Competencies
* Capacity to support multi-sectoral programmes in the international arena and the ability to supervise international professional staff;
* Fluency in both written and spoken English; knowledge of 1-2 GTI languages is an advantage
* Teambuilding and good communication skills
* ability to work with large-scale multinational projects and keep deadlines
* Good command of Microsoft Office software packages (Word, Power Point, Excel);
* Knowledge of international organization regulations, rules, policies and procedures would be an asset.

Required Skills and Experience
* Master’s Degree or equivalent in Economics, Transport, Trade, International Relations or Development Studies
* min 7 years directly relevant (transport sector) working experience at the national or international level in an economic and development agency providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;
* Deep knowledge of transport policies, as well as main interests in projects in Northeast Asia in related fields;
