The purpose of this three-year project is to provide continuing support to the establishment of a sustainable development framework for Dragash/Dragaš municipality, one of the poorest municipalities in Kosovo, and where biodiversity valuable for Kosovo and for South East Europe exist. This project proposal builds upon the results, achievements and problem analysis (Annex V of Project Document) developed over a one-year preparatory phase project implemented by UNDP Kosovo, with funding from the Government of Finland .
The project will promote sustainable development focusing on: i) the conservation of biodiversity; ii) the re-establishment and development of improved local businesses based on sustainable land use; iii) environmentally sound energy services and sustainable development principles; and iv) improved capacities and empowerment of local governments, community leaders and women to promote development in collaboration with central level sectors .
The project objective and results will support the Government of Kosovo in adhering to European standards and international frameworks, especially with regard to the protection of biodiversity, and enhanced environment and gender equality.
Duties and Responsibilities
Under direct supervision of the Dragash “Conservation of Biodiversity and Sustainable Land Use Management” project Manager; the International Junior E&M Assistant will support the implementation of the 3 year project as described below.
Responsibilities
Provide assistance to project management in relation to themes of environmental economics, mainly under outputs 1 and 2, namely for:
* Stakeholder coordination at national, local and international levels including project donor agency
* Outreach to international stakeholders and partners specially UNEP, UNDP Bratislava RC, IUCN, ECNC
* Support Resource mobilisation for the protected area components (financial mechanisms-protected area system)
* Provide Technical Support for the implementation of activities under outputs 1 and 2 referring to environmental economics.
* Application of UNDP Protected Area Sustainability Scorecard
* Initiate the ecosystem and protected areas economic valuation study
* Initiate and run with government officials the financial analysis and financial planning for protected areas
* Initiate the development and socialization of a business plan for ecotourism strategy in Dragash
* Draft the structure of a protected area management plan together with National Park Directorate and support the completion of this activity in coordination with the PM
The International Environmental Economic Junior Specialist will provide primary research, data gathering, production of study templates. Will also ensure identification of international and national experts for each study and support ensuring national stakeholder involvement and commitment to the activities.
Expected Outputs
As a direct result of the undertaking of the above mentioned duties, the outputs expected are:
1. Appropriate and smooth coordination with stakeholders at macro project level including donor agency
2. Effective outreach to international stakeholders
3. Resources are mobilized
4. Technical support is provided to ensure the drafting and undertaking of the following studies:
* Full application of Protected Area Sustainability Scorecard
* Design and coordinate the ecosystem and protected areas economic valuation study – drafting TORs and researching content and existence of required data base – reviewing similar studies in the Balkan region.
* Design and coordinate with government officials the financial analysis and planning of protected areas methodology, and draft financial planning.
* Design and coordinate stakeholders the development and socialization of a business plan for ecotourism strategy in Dragash, and draft the strategy.
* Design and coordinate stakeholders including National Park Directorate for the development of “Protected area management plan for Kosovo PA, system”, and draft the plan.
First three months, the expert has to finalise Protected Area Sustainability Scorecard, ToR for PA economic valuation, ToR for Financial Planning, ToR for Management plan, and description of methodologies. These would need to be approved by the stakeholders (MESP + Directorate of National Park) and project manager.
Outputs beyond the probation 3 month period will be established by project management in coordination with national and local stakeholders
Impact of Results
The completion of the above mentioned activities and results will ensure the successful undertaking of the overall project.
More specifically it will result in raised awareness of the benefits of protected areas and biodiversity conservation; it will ensure that a framework for a healthy protected area system will be in place for Kosovo. It will allow identification of financial resources to be diverted to the PA system at national and local levels.

Required Skills and Experience
Education:
* Master degree in development studies or relevant related field
Experience:
* Overall minimum 3 years of combined experience in programme/project management and environment sector
* Previous experience and Knowledge of UNDP is an advantage, especially of the Environment and Energy Programme
* Must have knowledge of environment context and working experience in Kosovo
* Proven track record of effective multi-stakeholder relationships established in Kosovo
Language Requirements:
* Excellent English skills
* Basic knowledge of Albanian and Serbian is an advantage
