The National Programme on Integrated Water Resources Management programme has been operational since 2003 and is funded by UNDP, CIDA and the Government of Yemen.

The programme provides a comprehensive response for addressing the water management issues with the objective of alleviating poverty and securing the basis for sustainable development, thereby helping to achieve the Millennium Development Goal related to water and sanitation. The project aims to ensure coherence in the work of key water authorities, capitalizing on capacities that were developed during pervious phases of the programme.

It aims at assisting the National Water Resources Authority (NWRA) and other water sector institutions to work together in a systematic manner towards improved water resources management and governance at national, basin and local levels.

Duties and Responsibilities

The Consultant will work closely with the Programme Implementation Officer and will provide technical assistance and support in day to day management to the project team as such:

* Close and regular administrative and technical backstopping to the project management
* Assist in coordination of the formal and informal training program for national staff
* Assist in drafting the project work plans and progress reports
* Support the project team in the development and production of specific awareness and training material.
* Assist in preparing TOR and developing methodology in the execution of various technical training programs to be carried out by NWRA.
* Assist in studies on water harvesting, traditional water resources management and related sustainable development issues, drafting synthetic reports and documents to
support the decision-making process.
* Commenting on technical reports
* Preparation of TOR for rainwater harvesting piloting and technical backstopping during the implementation
* Review programme’s efforts in the Water Basin Management Plans implementation and develop an implementation action plan in line with available resources, provide technical backstopping during its implementation

Competencies

* At least 5 years experience in Integrated Water Resources Management and capacity building in water sector institutions
* Ability to develop information and awareness material for the wider public and for local communities
* Project administration and management experience (preparation of project work plans and progress reports) desirable

Required Skills and Experience

* At least 5 years experience in Integrated Water Resources Management and capacity building in water sector institutions
* Ability to develop information and awareness material for the wider public and for local communities
* Project administration and management experience (preparation of project work plans and progress reports) desirable
* Experience with gender mainstreaming into IWRM would be an asset
* Excellent Communication and writing skills in English with excellent report writing capabilities
* Knowledge of Arabic would be an asset
* Proficiency in major computer software (Microsoft Word, Excel and Power Point)
* Strong interpersonal and communication skills and ability to work in a multicultural environment
* He/she should be impartial and sensitive to different cultural settings and able to adapt to the context
* Flexibility in responding to additional requirements.
