More countries than ever before are working to build democratic governance. Their challenge is to develop institutions and processes that are more responsive to the needs of ordinary citizens, including the poor. UNDP brings people together within nations and around the world, building partnerships and sharing ways to promote participation, accountability and effectiveness at all levels. We help countries strengthen their electoral and legislative systems, improve access to justice and public administration, and develop a greater capacity to deliver basic services to those most in need.

In the field of elections, UNDP has established a partnership on electoral assistance with the European Commission and EU member states. The European Commission (EC)-UNDP Partnership on Electoral Assistance mobilized more than 450 million EURO since 2004 for financial and technical support to transitional democracies and post conflict countries in order to promote and contribute to the organization of genuine and sustainable electoral processes. For this an EC-UNDP Joint Task Force (JTF) on Electoral Assistance composed of the EC, UNDP BDP and PSO was established to further strengthen and facilitate the already existing EC-UNDP partnership in the field of electoral assistance and improve the overall efficiency and adherence of the projects to the common EC-UNDP strategic approach.

The JTF monitors and supports the partnership at global level, from the early formulation missions to the end of the contractual obligations; influences policy development in electoral assistance, including advocating adherence to UN and multilateral norms and standards; better positions UNDP with the EC in the domain of electoral assistance and related areas; encourages the professional development of EC and UNDP staff and improves knowledge of the institutional aspects of electoral assistance projects. Particular focus is placed on the Training and Dissemination of Knowledge activities throughout the African region.

The JTF produces knowledge and communications products and publications on a regular basis and is therefore setting up a Roster of Graphic Designers. Under the supervision of the Coordinator of the JTF, the Web/Graphic Designer will contribute to the preparation the graphic layout for materials used in the context of the EC-UNDP Partnership on Effective Electoral Assistance.

In this context, the JTF is producing eLearning courses to further develop capacities of EC and UNDP staff at field and HQ levels, staff of international and regional organizations as well as partners working in the field of electoral assistance, members of electoral management bodies, practitioners, students etc. The first eLearning Course on Effective Electoral Assistance was prepared, developed and launched in 2009.

Building further on this experience, the JTF is preparing for the development of further eLearning courses dealing with specific topic areas related to effective electoral assistance. Amongst these are for example eLearning courses on procurement and the use of ICTs in electoral processes, on elections-related violence and conflict as well as on the EC-UN FAFA. To further meet the needs of the audience, the eLearning courses are also to be translated into a number of languages.

Duties and Responsibilities
Under the overall guidance of the Coordinator of the Joint Task Force, the eLearning Expert(s) will undertake the following tasks:

* Design and develop new eLearning courses;
* Revise previous eLearning course(s) for the Joint Task Force;
* Facilitate the process of translating new and existing courses into French and Portuguese;
* Provide expertise on eLearning methodology including general pedagogical and technological aspects;
* Contribute to the instructional design and storyboarding for JTF eLearning Courses;
* Develop and implement the eLearning Course structure;
* Liaise with the ACE team (International IDEA) and the UNDP Learning Resource Center for the facilitation of content and training modules;
* Liaise and collaborate with the ACE Electoral Knowledge Network team for the setting up of help desk services and virtual classrooms with interactive features such as chat/discussion room, and provide for communication, alternative channels among participants and between participants and facilitators;
* Build and enhance features for testing the learning level of the participants during and after course as well as for measuring the performance of the participants;
* Set up structures to transmit the eLearning course to internet/intranet websites;
* Train the JTF to ensure in-house capabilities for storyboarding/reviewing/updating eLearning curriculums;
* Provide support to the development of websites and other online tools.

Competencies

* Demonstrated ability in the analysis, design, development and implementation of eLearning solutions, including both the technological aspects of setting up an eLearning platform and pedagogical aspects of eLearning instructional design;
* Experience in creating multimedia solutions including text, audio, video, images, animations and interactive features;
* Excellent knowledge of eLearning software (ie. CMS, DMS, LMS, VLE) and eLearning platforms (ie. Moodle, ILIAS, SCORM, dotLRN, Sakai);

Required Skills and Experience

* BA in Information Technology/Computer Science, Graphic Design, Education or related field;
* At least 5 years of work experience in the field of eLearning design;
* Experience in developing eLearning platforms;
* Solid experience in the field of electoral assistance; and
* Fluency in English.
